It is possible to view all pending approval requests in the vault, however it is not possible to approve them without being the approver of the access group from which the user is requesting approval.
Access Reports → Access control → Access control logs, select a date range and in Action select Start session will be displayed all the requests, independing if you are the approver of the access group.
